i want to know tht when IO does the evaluation of one s points , at the DATE of filing application or the date of IA.I mean if one has got less points regarding education,work experience etc at the time of applying but it gains b4 IA whether they ll be considered or not?

When the I/A is given it is based on the documents submitted. If you didn't qualify at the time of submission, they will not come back and ask for more documents.
