1.Does a Post graduate certificate increase points?...its not a masters' but its a post graduate qualification.

2.how long it usually takes to get results from express entry program?

3.IELTS Academic or general.

It does. But you'll need an ECA if it is done outside Canada.

2.how long it usually takes to get results from express entry program?

After getting an ITA, 80% applicants profiles are expected to be processed within 6 months. Time taken for getting an ITA depends entirely on your CRS score.

Time taken for ITA,if one has 1 year exp in relevent field,IELTS 7,nd PG Cert.qualification outside canada..how long it can take,approximately..

ECA is Educational Credential Assessment. If you're applying from outside Canada, you need an independent 3rd party agency to validate your education. Start here ---> http://www.cic.gc.ca/english/immigrate/skilled/assessment.asp

ITA depends on your CRS score. With your qualifications, looks like you wills core below 400. So far, the lowest cutoff has been 453. It is unlikely that the cutoff will go below 400 for the next few months at least.
