Experience Points Confusion

Hello,

In some posts I found that the maximum experience points is 15 but in the official site it is 21 cic.gc.ca/english/immigrate/skilled/factor-experience.asp

so I need to know which one is correct ?

Maximum work experience points will be 15 for new FSWC which is going to open on May 4, 2013

but according to current rules maximum work experience points for federal skilled workers are 21

and they can qualify if


they have a valid offer of arranged employment,

OR

be an international student enrolled in a PhD program in Canada (or graduated from a Canadian PhD program within the past 12 months) and meet certain criteria.
