Experience and Education Mis match

Hi All,

Just wanted to confirm what makes us eligible for a certain NOC? Is it :

1) The education
2) The experience
3) Both of the above

This question is with respect to someone who has an Accountancy degree but experience in HR.

I emaild NOC regarding the same question. here's their answer:
"Skill Level is determined by the second digit of the four-digit National Occupational Classification (NOC) code for all occupations except management, and refers to the amount and type of education and training usually required to enter and perform the duties of an occupation.

Your own education is not considered in determining your NOC code"

Although this is the official line, I am still jaded that my LMIA for Retail Supervisor was denied as I have a Computing degree. Paraphrasing the rejection letter 'a Canadian without a computer degree could do this'... Ugh.
