If you intend to pursue course with low fees, I encourage you to look for courses in provinces with lowest possible cost of living. You can definitely save money by pursuing education in a province with the low cost of living like Saskatchewan, New Brunswick, Newfoundland, PEI etc.
The tuition fee is almost same for all public funded colleges in Canada. You cannot expect too much variation for the same.

It's more of a myth that people die out of cold in Canada. Because back in my country, more people would die at like 7/8 degree while in Canada, -5 is also like "warm" (you wont need heavy jacket to go out). Everywhere, its heated up to a favorable temperature (bus/train/home/mall/university). It is just hard to wait for bus or walk, other than that, people just exaggerated about the weather. I think is little bit confussion here, I am in montreal and my friend is in regina and the rent is same as I pay. Also I think college fee is same as university tuition fee. If you doing diploma.
Also, I have other friend who got admission in college and not received a visa. I think is better to go university even fee is same.
But memorial university and brandon university is the only cheap university from college and good rank as well.
