it means if your job doesn't fit the main job description but is related to another job, you may want to look at that list to find your NOC.
So for example, if i am a teaching assistant and i can't find my NOC, but i know a professor's NOC, so if i got into a professor's NOC and i know it doesn't fit my job description, i could then go to the classified elsewhere list to find another NOC that may fit my job better.
