Isn't this just going to create a backlog of dropbox appointments? Why even encourage travel at this time, instead just open dropbox within US?
Appointment is headache and time waste for consular and candidate. Consular's can only attend around 20-50 interviews and then they need process those files too on that day hence less number of consulars mean less number of interviews and then processing the same files.

Without interview they can spend all the time just the process the files rather than questioning the candidate and waste time. Question an H1 guy is waste of time when consular knows why he/she is applying and where and who he/she would work for and for how much. No point in seeing the face and looking for clues whether that candidate is eligible or not. All data consular needs is presented in the form of documents hence interview time is wasteful and delaying step.

THey had stamping with US but they thought to keep it outside to avoid some people whoever not eligible to stop them outside(but unfortunately as usual, it only affects 99.99% of people whoever genuine while tackling 0.01% of the people).
Its same way how irs decided to expire the ITIN for all people to avoid fraudulent refunds being done by very few people.
Has US ever allowed in land stamping ?
Yes, around 2000 or little before people used to send the passport and get it stamped without headache and travel to their country with stamping.
