I have completed my masters in law. My past work experience was as a litigating lawyer which falls under skill A and the current work experience as a law researcher which falls under Skill B. Which category shall I apply in?

in the last six years, in which of the two do you have maximum experience. imo go with that.

2yrs in each skill.
You can apply in either of the category as your primary NOC. It is your choice really.
yes you can choose either, however if your score is low (below possible ITA cutoff), then you will want to choose a relatively more in-demand NOC (of the two you have) to keep your chances open just in case a province expresses an interest in your occupation. the only way to have an idea of what could be more in demand is to look at job openings. not relevant if you do not want a provincial nomination

Also, i have a total of 4 years experience if I apply in Skill A will my overall experience will be counted as 4 years or 2 years as I have 2 years experience in skill set A and I will be applying in that?

Your experience will still be counted as 4 years. You have to be having atleast one year of experience in your primary NOC. Selecting either NOC will in no way affect your points.

You can create your EE profile and can apply for PNP. But I would suggest you to give IELTS again and aim for direct ITA. Less money and processing time will be less.
