If you plan to continue with NOC related to current job going forward, suggest to make that as primary NOC. And for overall experience you need to show both NOC to get maxmium points.2yrs in each skill.

yes you can choose either, however if your score is low (below possible ITA cutoff), then you will want to choose a relatively more in-demand NOC (of the two you have) to keep your chances open just in case a province expresses an interest in your occupation. the only way to have an idea of what could be more in demand is to look at job openings. not relevant if you do not want a provincial nominationYou can apply in either of the category as your primary NOC. Your experience will still be counted as 4 years. You have to be having atleast one year of experience in your primary NOC. Selecting either NOC will in no way affect your points.I want to apply on the basis of my experience in Skill A as that is in more demand..as i have only two years experience in skill A will my scores be less? Also, i have a total of 4 years experience if I apply in Skill A will my overall experience will be counted as 4 years or 2 years as I have 2 years experience in skill set A and I will be applying in that?
You can create your EE profile and can apply for PNP. But I would suggest you to give IELTS again and aim for direct ITA.
