Exemption from language requirement

Dear all,
I am looking to be pointed in the right direction.

I’m currently helping a friend with his citizenship application.
He has been a PR since 1999.
He hasn’t completed any language testing.
He had an accident a few years back and has a brain injury and suffers memory loss.
Can some one please point me in the right direction.
Will he need to take a language test?
Can I use something in writing regarding his injury?
He is from New Zealand, so can probably get school certificates.
Any help would be great on this matter.

By certificate I assume you meant high school certificate. IRCC accepts high school certificate if the language of study is English. High school transcript indicating ENGLISH as the language of study school be OK.

However that means your friend must also take and pass the knowledge test. If his memory loss problem is that severe then I would assume he will have problems with passing the knowledge test. If your friend is over 54 years of age then he is exempt from language proof and knowledge test. If he is between 18 and 54 years of age and his memory loss is a big (medical) problem then he might want to apply for waiver.
