Exchange US cdl in Canada

hello everyone, I've been researching this issue for a while,but still don't have a clean answer. We are moving to Toronto from Chicago,and my husband had a commercial drivers license here for like 4 year. Is there any chance he can exchange in Toronto or maybe a process to get it is easier, than regular. Appreciate your help!

I am moving to california and having Canadian AZ license and can I transfer to American truck without any exam ?
Or anybody know the procedure?.
