My ex-employer refused to provide Experience letter with roles and responsibilities. Would a reference letter from a colleague/peer work? Does it have to be on company Letter head.

What are my options here at this time? Please help.

Do you have an email correspondence for this refusal? If yes, send that to CIC.
Else a letter from a colleague should work.

Yes I think can get it done from an ex-colleague of mine on a normal paper. Also they are willing to provide the refusal email.

one of my employers refused to give me an experience letter too, saying it was not their policy.

i sent a copy of their email (in which they say they cant issue a experience letter as per my request) along with a cover letter, a copy of the initial contract / offer letter and a few payslips and just explained what i was doing at the company and that the company was not willing to issue me an experience letter as required by CIC. worked out fine as they had no objection to that. suggest you do the same.
 
@Maverick28 any format for all details that need to be put on the notary document?
You are replying to a 6 year old thread. You don't require any notary document for work experience roles and responsibilities.

Not really. IRCC has not specified any need for notary on work experience. Just get it in writing that the employer has refused to provide the info. You can also ask your previous teammates to provide that letter.

But then the letter issued by teammate that needs to be notarized right ?

Not really. They can also email from their official email id your roles and responsibilities of that role.
