I have some doubts regarding expression of interest from Ontario.
Are they sending expression of interest letter to everyone? If this is the case they might have sent notification letter to more than 10,000 candidates. whereas requirement is only for 2500 candidates. Can anyone explain the situation here?

Yes they have been sending notification of interests to a lot of people. Nonetheless, if you have got one and you submit a complete application, your application will be processed. Your file will be processed against the next year's count.

Technically, everyone over 400 should receive a letter but there is some problem with their software as mentioned by them on their update page. Here is the link - http://www.ontarioimmigration.ca/en/pnp/OI_PNPNEW.html (Take a look at Nov 24th update). They are encouraging people to re-create their profiles.
 
But if all are invited, then their quota mush have been full by now. just thinking if it will be worth taking a shot on OINP or not.

Like I said, it will be counted towards the next year's quota. 2500 is quota for 2015; Not the quota till the Heat Death of the Universe occurs. So, your file will be processed against the quota of 2016. Whether it is worth it or not would depend upon the context you are talking in. If you ask me, I would say, go for it (if your CRS is not above 450).
 
I re-created my profile on Nov-26th but still haven't received a PT.

I recreated my profile yesterday and got the PT notification in just 10 hours even when my EE profile was pending Job bank account registration confirmation.
I had been waiting for it since July 2015. Finally, it's here.

If you can change NOC to 2173, then see...
 
If 9000 people receive PT. 8000 Applied for PNP and consider 7000 applications are proper.
then 2015- 2500(many already got PNP)
2016-2500
2017-2000+

Do we have to wait till 2017.

1500 CAD gamble, I feel. Any Opinions.
 
Created my EE profile on Dec 25. Haven't received PT notification yet. Is it NOC specific?

I think it is NOC specific. Whichever NOC is in demand in Ontario, they will consider that profile only.
 
I am pretty sure it is NOC specific and also might have to do with language skills as well.

Whoever said they are sending PTs to everyone over 400, where did you get this information from?

Not everyone who has submitted an application will be approved. Applications can be returned if they are incomplete. Some people might not pursue it after that. Some people might receive a direct ITA before they get the nomination so they might decline that.

Still, your application will be considered and processed nonetheless, if your application is complete. If you have a score less than 450, (IMO), I think it is way, way better to try and secure a provincial nomination instead of sitting idle and praying for the score to go down.

Ontario has a relatively less rejection rate compared to NSNP and SINP. The aforementioned 2 PNPs take around 8 - 9 months to issue the nomination whereas you receive a nomination within 3 - 4 months from Ontario.

The choice, of course, is yours. Good luck!

Wrong. Anyone above 400 is entitled to get a PT from Ontario. If you have checked their update site, the reason why some people have to re-create their profiles is because of the glitch in the software. Look at the November 24 update on their update page -

But remember, you need at least a Bachelor's degree to apply to Ontario (a post secondary diploma will not suffice, for instance).
