Does everyone need to go through security clearance when applying for citizenship? What if the clearance done at the time of PR application is still valid? I heard the clearance will valid for 4 years.

The answer is: YES. Even you passed the check during your PR processing, for Citizenship CIC will check your last 4 years criminality checks whether an applicant has committed any crime and cross check applicant background with listed criminal/terrorism database.. Also might require for fingerprint if CIC need further checks.

Is it okay to do fingerprint before cic asks so they could do background checks faster

Not really. CIC will only ask once the application is In Process and only if the fingerprint is required for an specific applicant..
 
my friend tried to do that but they asked him to provide cic request first.
 
is the citizenship background check enough for somebody who just got the passport and wants to apply for government job? or they are going to start all over again?

it depend with the job you wanna apply but they will do again plus other checks sometimes even credit check up or behaviour analysis but it depend what kind of job you wanna apply, in short its a never end process in canada
