I applied for an eTA on 3rd August, was asked to supply a Police Certificate which was uploaded on 23rd August. On 7th September I received an email stating my document had been received. But no answer since. Checking the eTA status daily it says I will get an answer in 72 hours. Well it's been 2 weeks and I am getting anxious. I did want to fly out on the 6th October. When I applied in 2018 the eTa took 24 hours!! Does anyone know of long delays ?

Unfortunately the 72 hours doesn't apply right now because IRCC has a huge backlog. Non-standard eTAs are taking several months to process right now based on what we are seeing on this forum. Unfortunately yours is non-standard since the PCC had to be provided and because it's now in queue for officer review. Maybe a miracle will happen and you'll hear back sooner. However all of the non-standard cases here have been taking months this year.

Many thanks for you reply, that is helpful. My alternative plan is to fly to Seattle, USA and then get the train/bus to Vancouver. Would I be allowed to do that or would the fact I have an eTA in progress affect entry?

You could do that. Whether you have issues entering Canada or not will be up to CBSA and may partially depend on why they have requested a PCC.

Thank you again. I don't see an issue. The only reason I am applying again for an eTA is because I have a new passport.
