Error in CIC's paper application linking system

I received AOR and tried to link my application.

The screen says

"This application has already been linked to this account. To view your application, see the "view my submitted applications" section on the main page of your account. "

However, on my "view my submitted applications", there is NO PR application.

So the screen tells me I am successfully linked but I don't see it.

Has anyone had/heard this experience?
