Envelope Size Specifications/Translations via Affivadavit

2 Questions:

1. Is it mandatory to have 23 cm x 30.5 cm (9" x 12") envelope? My application with all the forms and supporting documents simply does not fit in it
2. My birth certificate/national ID/police clearance were translated by the law clerk at the immigration law office but instead of certified translator's stamp she swore an affidavit and attached it to the forms. Is that acceptable?

If you are sending as courier then i dont think it should be a problem but PO Box can be . Regarding affidavit i would say follow instructions else you might simply get your file back and will have to start the process again . Not only that you ll also loose about 4 months .
