entry in canada with COPR but no visa?

hey guys. one thought just came into my mind.(i guess i read in this forum but dont remember where)

I am the applicant from US but I am not a permanent resident.
then when the visa office will ask for my passport . will they give me a visa as well ?
as the visa office will be knowing that US is a visa exempt and they just issue COPR(which is enough for entering purposes) but what for the people who resides in US but are not permanent residents ?
will they be issued a visa or just the COPR will be fine for them as well?

you need a visa to enter Canada if you are not a us Residence or Citizen as far I know

As far as I am aware visa exempt countries will not require a visa, just their COPR. Those that do require a visa will have had passport request during their 2nd stage application period. Therefore once you get to the Canadian border to land the people who are visa exempt will be fine and those who require a visa will also be fine as they will have had the visa attached to their passport when their passport was requested by their VO.

( You might want to verify with others) but I think your VO will be the same as the country of your passport therefore that will be where you are required to send your passport. For example a person holding a Indian passport who lives in the U.K applying for PR would be required to send his/ her passport to New Delhi VO. Obviously the reason for this is so when you get to the Canadian border the worst case scenario cannot happen.

In summary as far as I am aware your VO will match the country of your passport and not necessarily where you are residing.

By the way U.S is not the only country that is visa exempt from Canada, there is a long list of countries that are visa exempt :D

I understand what you said but do not agree
I do not have a greencard right now and will be applying after one year (by that time I would be canadian pr) but my VO is Buffalo(LA) not ND
I am Indian citizen but I am living in US lawfully

I read somewhere in this forum that somebody did not get the visa but just the copr as it was buffalo VO but his passport was from different country.


Perhaps his passport was from a visa exempt country. If you hold an Indian passport I am fairly certain that you will need a visa before travelling to Canada

even I read somewhere on cic (i do not remember where) that your VO could be the country of where your passport is from OR the country you are lawfully admitted in
so i guess you come under the category of the second option

yes I am in the second category . does that matter ? not being US pr and still file is in buffalo VO ?

I guess not
that would be a different thing that the visa officer did not even think that you are actually from non visa exempt country and forgot to issue a visa
even in this forum I have seen students whose VO is different than the VO of their country of citizenship.
just as the matter that you will be in US till the time your case is being done.

You will get a visa because you need one. Were you visa exempt, you would not even submit your actual passport, as no visa counterfoil would be necessary. As you are not visa-exempt, Buffalo/Ottawa will still request your passport so as to insert a visa counterfoil. It will not need to be sent to India.
