As mentioned this H&C reason is normally reserved for people just past the age of 18-19, so there is a high chance the PR TD will be refused and your PR status officially revoked. You may also want to indicate H&C reason that you're stateless now and you want to return to Canada to live permanently with all your relatives there. In the end the visa officer will have discretion whether to grant you the PR TD or not.
If PR TD is denied, you can appeal the decision to revoke your PR status, though again may not have much luck.
I'm not too familiar with a "Travel Document" in lieu of a passport. A passport is required to submit along with PR Travel Doc app so not sure how this will work.
