I don't know.Maybe you can call CBSA? But I think this would be enough as your RTD is supposed to use for travel as well as entry back into Canada.

Hi guys,

I got my PR last week- YAY! However I have a US visa and a refugee travel document and a scheduled trip to the US next week. (My PR card is processing). Will I be able to come back using the RTD, refugee claim decision, valid wirk permit and my confirmation of PR? Please help!

this post is old but here’s an update to date updates:

I travelled last week to Cuba with RTD. My PR application hasn’t been processed yet. All officers treated the RTD as a passport there were no questions.
Coming back to Canada the officer at the Canadian airport didn’t request any documents such as work permit, notice of decision, PR etc… it’s always safe to have them on you just in case. The 1st officer sent us back to immigration section as we had RTDs but they only registered entry and let us go in. Was super easy to travel. The only thing you need to make sure of if the country you’re going to needs a Visa. I also got my US visa on the RTD no issues at all.

Do we need a Visa to travel to Cuba if we don't have PR?

no you don’t need a visa. Just have to fill out the Cuban declaration form 48 hours before you fly and provide them a paper copy of the QR code paper at the Cuban airport.
the check in crew in Canada will only ask you if you have a work permit/notice or decision or PR before checking you in. They don’t ask for proof, but again have them all handy just in case.
