Entering Canada WITHOUT landing, after being issued CoPR?

Does anyone know whether you are required to land when entering Canada, if your Confirmation of Permanent Residence (CoPR) has been issued? i.e, If you're visa exempt, can you still enter as a visitor, leave, and then return to Canada land on a later date (while the CoPR is still valid of course)?

My wife is a US citizen, and just was issued her CoPR. We are travelling to Canada soon for a week's vacation, but then returning to the US. We will be travelling to Canada again less than a month later, and I don't want to worry about her entering without having her PR card (which we will likely not have received yet). I'm hoping that they will let her in as a visitor this time, and then when we return next month she can use her CoPR and formally land.

Has anyone tried this? Is there a requirement to land when entering Canada if you have a CoPR?

if you are entering by car, then she doesn't need the pr card to enter, and the COPR is valid for entry until you get the card. this is not true for entering by plane, though i believe there is a travel document available to skirt this issue.

if you are together for these trips, and you are driving, then i don't see the need to wait to "land".

We're flying to Toronto both times.

i believe you may still be able to enter with just the copr. i think there is a travel document that let's you do this. i'm sorry i don't know where to find this...

actually, come to think of it, i think this travel document is for the airline's purposes only. since your wife is visa exempt, i think she can use her passport to get on the flight, then show her COPR at immigration and be let in as a pr both times. hopefully there will be an expert that comes along to confirm whether this is true or not...

Or she can just land on the first trip. As a visa-exempt American, on the second trip, she can travel to Canada on the strength of her passport as a regular visitor and then present herself as a PR to immigration in Canada.

Just an update, she was able to enter as a visitor with no issues or questions asked -- we didn't even say she had the CoPR (though we brought it with us just in case).

What if she was from aTRV required country and had a TRV. Could she enter as a TRV without landing as a permanent resident?
