Entering Canada with PRTD RC1(on H&C grounds)

That wasn't the question. The question was how out of compliance she is on RO. How many days in Canada does she have in the last five years.
Regardless of what she may have applied for, it seems that the code you provided above for your daughter was not what would be issued for H&C. It may be that, rather than deny, they simply approved with hope that she would come back into compliance before applying for a PR card. You also seem to indicate intention for her to leave Canada shortly, so it is relevant to know how out of compliance with residency obligation she is.
totally out of compliance. when the cases are about H&C, it really doesnt matter. fyi, she had zero days before the application
You refer to H & C above but according to the code in PRTD she wasn’t approved.
It may be that your daughter did not qualify for H & C but the officer decided to give another chance to become compliant with RO. It doesn’t matter whether you think she should have been approved, since she wasn’t.
No one can say for sure but given 0 days in Canada prior to PRTD it seems unwise to apply for PR card or leave Canada shortly after returning.

So you have to deal with it. She got R-1 and she needs to wait till she is compliance with her RO before she can apply for a PR card.
I.e. stay for 2 years straight without leaving since she has 0 days.
Also regardless, PR card application has to be done from inside Canada.
This statement isn't accurate. It actually can matter for H&C cases.
Anyway, since she has been issued a regular PRTD, she needs to return to Canada and live in Canada for 2 years straight before applying for a new PR card. If she doesn't want to wait the two years, then she can take a risk and apply for a new PR card with H&C considerations. If she does this, she cannot leave Canada until the PR card is approved and she has the card.
If she applies and then leaves, she will be at very big risk of losing her PR status. Here's what will most likely happen... She will apply to renew the card right away under H&C, the card will take many months to process during which time she leaves Canada, the PR card is approved but with a requirement that she pick it up in person to make sure she is still in Canada, she applies for a new PRTD to be able to return to Canada, new PRTD is refused and she loses her PR status.
Ultimately the question is how badly does she want to keep her PR status. If it's a very high priority, then she should return to Canada, live in Canada for 2 years and then apply to renew the card. This is the way to move forward if she wants zero risk of losing her PR status. If she is fine with some risk of losing PR status, then she can return and immediately apply to renew with H&C considerations (however she should absolutely not leave Canada until she has the new card). She also needs to be prepared for the possibility that the renewal isn't approved if she applies right away.
Either way, she definitely cannot apply from outside of Canada. That won't work.
Canada is giving her a second chance. But that second chance requires her to actually have a real intent to live in Canada.
thanks it is clear. but the part about not applying while on H&C while inside canada is not. one cannot do a lot of things without having a valid pr card. i know this for fact that since her older sister appled right away for PRC and received it within weeks - that was though a paper app. however there could be delays after covid. nonetheless it does not makes sense fpr them to approv prtd and then not let someone have PR for a 2.5 yrs.. this situation is only true if you are entering though the border with an expred card and being away for long. ie you dont want to risk contacting ircc. my question was applying for PRC through the portal in advance to cut short the watiing peiod. so that once she lands the card would be ready for pick up or delivery. this opton is still new and seems like a two setp process. ie. first they let you apply online, once it is approved they ask you to send in your photo and confirm you address (do correct me if i am wrong) thanks
I don't have any further advice other than what I've already given you.
Your choice what you do based on how important it is to keep PR status.
i understand my question from very beginning was about the online process. ie to apply in advance if the wait is long. . so i just checked. the portal gives you three options at the beginning of the app (if you are inside with or no travel plans or outside. obviously you if you select outside then the portal assumes you are applying for a stolen or lost card. - so the questions change.) she should select inside Canada with no travel plans. and submit the app. however i would advise hee to cosider a paper based app, which i understand is a little quicker . most importantaly you avoid having to deal with a two step process.

She should only select "inside Canada" if she is physically inside of Canada when she submits the application. Otherwise she's misrepresenting herself in the application.
Please check. "Stolen or lost card" is not something you're applying for.
If you're abroad and you're applying because of a stolen or lost card, you should be applying for a PRTD (because outside Canada), and I believe the new form makes that an automatic selection (again, because outside Canada).
