Entering Canada (Toronto) via USA enroute Vancouver...Any issues regarding Study Permit?

Hi.
I have my flight to Vancouver via Toronto from USA.
Canadian immigration will be done in New York before boarding the airplane.
Where will I get my Study Permit? At the Canadian immigration at New York, in Toronto or in Vancouver?
Confused.
Any help or information would be highly appreciated.

I have not flown through NY for years but when out of interest did CBSA start pre clearance at New York airports ?

Not NY but all travel to Canada from USA and vice versa.....immigration done at the point of departure.
It has been in place all across Canada and USA for a couple of years now.

1. There is no Canadian pre-clearance a US airports, you receive your SA when you arrive a your first port of entry, i.e. Toronto.

His first POE is Vancouver not Toronto...Vancouveer to Toronto is always a domestic flight

Read the OP where says NY to Toronto to Vancouver so POE is Toronto where any immigration clearance will take place ensuring enough connection time.
