If you try to board with your visa-exempt passport only, you will need an eTA (Unless your passport is from the USA). But you cannot apply for one because PRs are not eligible for eTA. So you may need a PRTD. At least in theory. The eTA enforcement is brand new so no one is quite sure how it will all play out

Of course don't know if they spent any time outside Canada before Nov 2013 which would maybe put them in violation of the RO even today.
Keesio & Rob, I would like to thank you for these useful information, I really do, as now my dream is to return back to Canada and establish a new life with my small family, I hope I can make it, cause I do love this country (no matter what I have faced after my landing) my last question (if u have answer) may CBSA decide not to allow me IN and ask me to return back and revoke my PR? cause I don't wana my family to suffer again by returning back home.

CBSA must let you in. It is your right as a PR, even if they report you to IRCC for not meeting PR RO. Until IRCC actually officially revokes your PR (which takes time), you are a PR and have a right to enter Canada.

If you actually meet the PR RO (730+ days in the last five years), then you should be totally fine.

A visa-exempt passport allows you to travel to Canada right now. However, after Sept 29th, this loophole will be closed because the eTA requirement comes into force.

Any visa-exempt person travelling via commercial carrier to Canada will need an eTA, a PR card or a PRTD to be able to board. PRs cannot apply for eTAs, so they will require either a PR card or a PRTD.
