I intend to visit Canada for 2 weeks before leaving again and returning a month later. This does not leave enough time to receive PR card or apply for PRTD in my home country.

Would I be able to enter on my visitors visa instead and only enter on the PR visa once I return and intend to stay for good?

1. Yes, if you have a valid visitor visa, just tell that the CBSA officer that you intend to "land" at a later date.
 
If you had a valid visitor visa at the point your PR visa was issued, then it most likely has been cancelled. Look for 'cancelled' stamp on the visa. I had a 4 year multiple entry visiting visa on mine and it was cancelled.

If you did not, then I really dont think you will be issued one if you already have a PR visa. But then, nothing is impossible.

Do you know anyone there? Friends or family. You can use their address and they can securely forward on the card to you when it arrives.
