Hi -

Writing this for my husband, who landed as immigrant but works in States. As his PR card is underprocess, would he would be able to re-enter Canada by showing landing paper record?

As far I know, he needs to re-enter by road or he could also come by air?

You'll need to tell us what passport he holds. Visa exempt or non visa exempt?
 
the valid PR card and valid passport are the only acceptable documents to enter Canada if you are a PR, if it's in emergence situation he can go to embassy or consulate, otherwise they won't let him in without Visa or PR card even the flight agent won't let him board if he doesn't have a valid travel document.

You do not need a PR Card if you enter Canada in a private vehicle (car).
