Congrats. The adoption process is so tedious and expensive in Nigeria. A relative balked at the excessive amounts involved and left out a lil girl whom he'd assumed parental responsibilty for, since 2006.
If you have the adoption certificate, and the courts have already confered parental responsibility on you, then you may include your cousin right away. If not, its best to leave her out of the initial application to Sydney CIO. You can then add her as your adopted child later on when you're asked to forward your app to Accra, if you have the legal backing by then. CiC needs to know that there is genuine parent-child relationship both in law and fact, and not just for immigration purposes, obviously because of few child trafficking/labour issues in our part of the world. Pls try to keep all the documentations leading to the final court order, as they might come in handy later on when you're dealing with Accra. Documents predating your FSW application will be most useful. The link below is mainly for adoptions from within canada, but it may also give you a faint idea of the thinking of CiC.

Another thing that you might want to bear in mind is that the birth parents cannot be sponsored by this child in future. Any rights or privileges that birth parents may be entitled to has been voided/barred by the adoption order.
