Yes it can if you have a strong profile and showed personal funds to support a visit. However chances are greater for refusal because conference has passed and you no longer have reasons to come to Canada. Depending on where you are from may factor in if conference has passed too. Eg. Many people from Africa want to attend conferences in Canada, and then claim asylum when they enter.
