English Proficiency Requirment

Hello,
I applied for Canadian immigration in June 2007. A week ago, I received a letter from the CIC that i should submit my document. I did my PhD (Molecular Medicine) in international graduate school of University of Hiedelberg Germany. Currently I am in Germany but moving to USA (I got Postdoc there) next month. What should I do? Should I inform the Embassy? I am very willing to live in Canada and do not want to further delay my process.
I have done my PhD in international graduate school and I am author of 5 international publications and 17 abstract (which were presented in international conferences): Do I have to still give ILTS test.

Very simple answer - yes

For rest of the questions, it is you who should decide what to do with your life (being a PhD!).

Ammara, you and many other prospective applicants have to stop seeing IELTS as a test of their english language skills. Its not. Its CIC's tool to deter people (along with some other measures that came out last year) and thus keep the application log under control. Honestly I personally know a few people who were interested to immigrate to Canada and are of very good academic/professional standing but gave up on the application process only cuz they viewed sitting a language exam in their 30s and 40s a being a disgrace of their competencies. Thats wrong. The canadian govt: has put up a barrier and if you are interested to be allowed in to their country, you have to bite the bullet and take the IELTS.

It's up to you if you take IELTS or send other supporting documents to prove your English skills. CIC recommends that you take IELTS if your first language is not English. If you don't take IELTS, they will look at your other documents and decide if they will request IELTS or if they will just give you some random number of points for your English skills (be aware the number might be zero). It's up to you.
