Hi there ! I have a question for Filipino Applicants who submitted their Canadian Citizenshp in Canada. My question: Is High School / Secondary School Diploma or Transcript enough as an approved document for English Language Requiremnt ?

Yes...when I submitted my photocopy of transcript, I just highlighted my English classes for emphasis and they accepted it so no need for IELTS.
That was about 4 yrs ago, hope nothing has changed in requirements since then....good luck

hello! I am not form Philippines but I found this You must have successfully finished a secondary or post-secondary program in English or French. A single course done in English does not meet the requirement. The diploma, certificate or transcript should be in English or French. If it is not in English or French, you must also send a certified English or French translation of the document. It should clearly show that the program was completed with English or French as the language of instruction.

Otherwise I am afraid you must take an English test.

student visa with low IELTS for canada

I got conditional admit on ELP Program from LAKEHEAD UNIVERSITY for Msc in Computer Science.
but i got my ielts score 5.5. Can i apply for study permit visa, is any possibility of getting visa.
Do i need to submit my ielts score in visa documentation process.
Did any one got visa on ELP Program with out IELTS.
Please help me out.

To apply for an study permit you must be accepted by the school first and the school will accept you regarding if you fill all the requirenments of the program you are interested in. The school must have in their website those ones which the english requirenment is needed. Immigration won't give you this answer and I do not think you will find it in this forum. You have to ask the school you are planning to attend and consequently the program you are into.
If you were accepted by the school already you are ready to go but not sure you need to submit the ielts results to apply for the study permit. You have to check their website www.cic.gc.ca and check the requirenments to apply for an study permit.
