English Language proficiency- citizenship application

Hello guys,
I need advice regarding English language proficiency proof. We came to Canada in 2013 and my wife attended Canadian Language Benchmarks Placement Test(CLB) conducted by YMCA-Language Assessment & Referral Centre in Toronto same year. She got 7 in both speaking and listening. She has the assessment certificate with her. But she didn't attend any LINC program. Is this enough for proof of language proficiency?

For English language, the FAQ lists the following:
  • CELPIP
  • IELTS General
Below, it says: "We don’t accept any other third-party test results, even if they’re similar."

The only things that count are:
  • third party language tests, see above
  • post-secondary or secondary education
  • government-funded language program. It doesn't sound as if the program your wife attended was government funded. In fact, it seems she only had her skills assessed and she didn't actually complete training, which is necessary for this to work.
