If I start an english course in Canada, can I work partime as freelancer and my spouse can work ?

Because English courses don't meet the minimum requirements for working off campus or for your spouse to obtain a SOWP. If you want to qualify for these things, you need to apply for an actual degree or diploma program that is full time and has a duration of 8 months minimum. Even then, there is no guarantee the SOWP will be approved.

As far as I know Work Permit is the document that gives you the right to work, and it specifies the amount hours and type of job you are allowed to take.

that might well be true but the OP asked about studying English then working so assuming that was an enquiry about a study permit which allows part time work 20 hours. But an English course would not qualify for a study permit so the question about work is not relavant off the back of an English language course.
