My husband took these through ISS in BC. He loved it even though he was at the intermediate level when he started. Not sure what it would be like for beginners but hubby is a big fan because it not only improved his English, but also allowed him to meet some really nice people who were also new to Canada.

Check out what is available in your province for new immigrants. Google Immigrant Settlement and the name of your province. You should find some useful info.

Check out colleges and local YMCA's things like this as well. They usually offer programs called LINC (Language Instruction for New Canadians). The instructors are usally second language instructors able to asses what level you are at and then assign you to an appropriate class. Many times you can find some of these programs for minimal cost or free.

The YMCA (in downtown Vancouver) offers English classes for foreigners from all over the world at different ability levels. I did some volunteer work in some classes. Their methods of teaching are fun and the students get to meet new people which is good if they're new in Canada. I'm sure YMCA's all over Canada would have the same classes and they're probably not very expensive.
