Employment letters: who is accountable for issuing it?

I am in the process of collecting employment letters to provide proofs of my work experience. In three of my jobs I worked for employers via a recruitment agency. The recruitment agency were my main employer, but I worked for other firms- which were the one's to decide on my work duties and responsibilities. Anything involving my work duties were discussable with the firms that I worked for, but anything else- such as pay, occupational health and safety, vacation, sick absence, work contracts etc. were the responsibility of my recruitment agency. Therefore, I am quite confused as to who I should ask to provide me with employment letters? The recruitment agency, or the actual firms where the recruitment agency were providing me work?

You talk to your clients/firms, the person who signed your time sheets, and get letter from that person. But it has to be as per Canadian standards

Ok, can you please help me understand why? I would find it more logical to ask the recruitment agency, since they are my main employer. The clients I worked for, are the recruitment agency's clients, not mine, theoretically.

It also does not make sense to me because the clients did not pay me directly, and the sum they reimbursed the recruitment agency was always higher than what I would be paid by the recruitment agency for the services I provided, because the rec. agency "charged" the clients extra for their services.
This means that the clients would not be able to account for my actual "annual pay" that Canadian standard wants documented, since they likely don't know that. They would only know the total sum they pay which is my salary including whatever the recruitment agency charges for providing them with immediate staff.

To have everything clear .....your recruiters should give u the employment letters as they were ur pay masters. Indicating in the letters that's u were positioned to the xxx employee with job discription as per Canada standard.
If your recruitment agency cannot give ur job discription....take the job description letter from the xxx employee that ur were recruited from yyy agency and working for them under these job description. Other than that all the responsibility lied with your recruiter.

In the second case..both the letters should have your name, recruiters name, employee name and Time period. To keep things simple and clear.

Thank you. This is what I thought. I asked the recruiter to sign and to place the doc on their header. I included all the possible details about the recruitment process. I put the recruiter as the "main employer" and the company I worked for as the "outsourcer". I feel this is the most logical process
