In normal reference letters too, you can mention any of full-time, permanent or hours worked or any other word with which you can prove that job is permanent or hours worked per week are as required by immigration program.
My friend got through without mentioning any of those words. His reference letter only had "is working with XXXX company". Thing is, he had 8 years of experience from same company, so may be that worked for him. Or officers also make their own understanding because this depends on employers and countries from which applicant is coming.

I think in your friends case the fact that he had 8 years of experience made it less of an issue but if you have exactly 3 years and want to get the points for the full 3 years, I would strongly recommend that it says the number of hours worked on the letter or that you have some other way to show that it was a full time job. Because somebody who was employed part time for 3 years might for example only get points for 1 year full time equivalent.
