Employment Letter Alternatives- Checklist [please help]

I checked in Canada, but the notaries here do not notraize unless the person signs in their presence...It might not be possible to get the reference letter from my manager notarized from india as well..
Here is what I was planning to do, please advise this will suffice for my previous company's work reference:

- Relieving letter from company on letterhead (mentions joining date, leaving date and desingation)
- Scanned copy of a letter on a plain paper from my manager (his business card also is attached to this letter). My manager has listed my job duties - No notarization
- Self declared affidavit explaining why I am not able to get reference letter from company and that manager has given on personal capacity
- Tax Returns
- Salary Slips
- Letter from HR saying they will not provide the letter

Please let me know if this will be enough...

A non-notarized letter from your manager on plain paper is unlikely to be accepted as a valid evidence towards your job responsibilities and that is the most critical part of your work experience submissions because that determines your NOC. Recommend that you figure out a way of getting it notarized.
