Not exactly, it could only be a supporting document as CIC would be interested in your responsibilities and duties. ROE doesnt show those.
 
Hi Guys,

Looks like we are all on the same boat, I'm thinking of putting a affidavit(self declaration) mentioning that my current and previous employers will not provide reference letters (with roles and responsibilities).
Hopefully by gods grace... it will work out.

This is OK, CIC doesn't care about that, others have done this and succeeded. CIC cares that it is recent (date at the top), covers the full time period of your qualifying experience, and contains all the details. (If job duties are provided in a different letter, that has sometimes been accepted).

ROE is sometimes useful, but is only issued when employment is terminated. So if you are still working for the employer, you won't have an ROE.

What is also important is to document your efforts to get a letter and your employer's refusal - (written refusals or policy, or a letter from a co-worker).
 
write an explaination letter about this non coperation from your employer , attach it along with ur CEC package , submit all other proofs like Pasyslips , any prveious letters , NOA, workeprmit copies both original and the extended , get a letter from your reporting client if possible with duties , hours , and role , it should help

Hi, have you seen any case like this to be successful in getting pr? My employer is not giving me the experience letter but has given me job offer letter which states my duties, $/hr, joining date and permanent full time.
