Employer refusing reference letter

Hi,
I have been begging my employer to issue me job letter for almost 2 months. He kept saying he will give me letter in September. Ihave a deadline to submit my application under cec on 22 September. Now he is refusing to give me any letter as he wants me to apply under AIPP so he can do 2 years contract with me. I have tried everything. Now best I can do is submit supporting letters from my co workers, my paystubs, T4 and LOE along with chats where he is saying he can’t issue me letter, he is only gonna support me with Aipp. I just want to know if any one applied without reference letter and with supporting letters and got PR. As I am really worried if my application will get refused. I work as a Cook and my duties are under right noc code.

Submitting what you have should be okay. Few employers do this to tie down the employees.

You could write a letter to IRCC explaining that he doesn't want to give you one and that it's because he wants to tie you to this position/company.

I've heard reference letter is a must but I could be wrong @legalfalcon

Yes i have prepared all the documents. Just want to know if someone went through same and got PR.
