Emigration Clearance Certificate (ECC) Fee

Does anybody know if my son who was born in the Philippines and now is a certified Canadian with a Canada passport needs to pay the Emigration Clearance Certificate (ECC) Fee?

I've heard from one person I do then a couple other people that all I need is just his Canadian passport.

Did does state on the below link that: Philippine-born foreign nationals who will depart from the Philippines for the first time; (NEED CC-A prior to their departure)

Hey Bainer ,
Were you able to acquire this?

We received our son's passport about a week ago with a note from Canada immigration to ensure the ECC is acquired before departure.

My wife just went to the BI office in Cebu and was told it was 500php per month in the Philippines plus 3850php for registration for a grand total of 16850php!!!

Care to share your experience?
