Hi,

I am considering to apply for Canadian PR myself but want to make sure if I cross 67 points or not.

I have done BBA (HR) - Distance Education
8 years of experience (Desktop support, tech support [BPO])
My wife's done B.A. (English) - Regular
She is not working now, have 1 daughter aged 2.5 years
Currently we all have 5 years of Canadian Visitor Visa

If you're thinking of applying through the Federal Skilled Worker program then you will need a job offer in Canada to qualify to apply.

You can look into Quebec skilled worker, I think they still don't require a job offer.

I have gone through immigration consultancy and they said I am eligible and it would take 8-12 months in federal skilled worker category. I would like to know if I can apply it myself without even going through hassles of a consultancy?

Without a job offer, you have to have experience in one of the 24 occupations that are eligible. http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp?expand=jobs#jobs If you don't you aren't eligible and the consultant is just after your money.
