I am Canadian citizen, my wife is a permanent resident, her daughter did not come to Canada but was on the application. Subsequently she (the daughter) got pregnant and had a child herself. Does this disqualify her, or can we bring my wife's daughter and her grandchild to Canada? If yes, do we have to get a passport for the baby as well?

How old is your daughter now?

Is she married or in a common law relationship (i.e. has lived with someone for one year or more)?

My concern is whether the father of the child even allow her to take the child out of the country to Canada. She would need his permission otherwise the father may claim child abduction on her part.
 
As others have pointed out, having a child will not affect her eligibility to be sponsored.
BUT there are other factors. Is she still under 22 year old? Did she get married or live with the father of the child for 12 months or more as common law partner?

Will the father give consent for her to bring the child to Canada? Also the father cannot immigrate with your daughter.
(unless situation changes after she becomes a PR)
