See the detailed information below regarding Express Entry. It's a points based system so you not only need to qualify but also have enough points to be selected. Right now you would need to score 470+ points to have a chance of being selected.

Just to add - you'll most likely need to rewrite IELTS and achieve a higher score so that you get more points.
I was eligible to apply. after submitting my profile I was surprised to recieve mail that Im no longer eligible and my score was zero. but I don't know how to submit a claim
It's hard to say without a lot more information. Maybe you lost points due to age and dropped below the 67 FSW score required? Maybe your IELTS score expired? Again, impossible to say without knowing exactly what your profile is.
Without knowing your full profile, I would guess age and IELTS scores may make you ineligible? You say your IELTS score is 6.0 but what is the breakdown. Do you have sections below 6.

To be eligible, you have to have CLB no lower than 7 so IELtS score below 6 would make you ineligible.
