Eligibility to start an online business

Hi,

I have sent in my CEC application through Express Entry in Jun 2019 and I am still waiting for my PR. My open work permit expires in Mar 2020. I am interested in starting an online business as a sole proprietor in BC, Canada and run the business myself. Am I allowed to do this?

Can I incorporate my business if I haven't got my PR?

With the open work permit, can I start an online business as a side hustle while still working for an employer?
