I'm not sure about the other things which you mentioned but I don't think having a USA visa affects the processing. And I did not raise a cse instead I was waiting for queries from the officer. Also, the loe was submitted at the time of aor.

I am Feb 7th 2018 AOR. Just want to understand that how long it takes for IRCC once the application has gone under further review?

I ordered my GCMS twice in April and June and have seen that there has been no activity on my account since 9th March 2018. Also, I've seen a lot of similar cases(older than mine also) where once the application moves to review required it just stays there for a long long time and the files collect dust.

Is there a way to get IRCC to respond or to understand why this happens

You can order notes yourself, if you are PR/Citizen in Canada you can do it for 5$ else you can avail service or any third party.

No, You can order notes yourself anytime, if you are in Canada you can order it yourself from ATIP website, else use the third party link provided in my sig

You can order the notes by yourself. There is no issue with that.
