what's the signs or at what stage of the process Eligibility pass Occurs ?

some said as soon as you see a third line in your ecas saying we started processing X application for permeant residence on X date .

Eligibility does not equal waived interview.

Up until they request the passport, they can call for an interview should they have any questions for you or your spouse.

Thank you for he input ,
I meant the Principal Applicant eligibility in the 2nd stage after Sponsor Approval , i.e. at what stage of the process CIC officers will decide relationship is genuine ( eligibility pass ) .
