Eligibility for Canadian Citizenship/passport??

My son , who is 21, wants to know if he is eligible?
His father , has dual nationality, was born in Canada in 1966 but moved back to England when he was 3 has never been back since.
I, his mother , am English

Yes they can . My husband has both a Canadian and British passport
