Im applying for a university in canada they have proposed me ELF program, kindly let me know what is the duration for this course. I have lower bands in reading and writing.

Improve your IELTS Band. Especially in READING AND WRITING because Universities consider Reading and Writing Bands of academic. Though Overall band should be around 6.5

I will get 2 offer letters from the university, one for degree program and one for ELF. Will there be still chances of rejection.

There is possibility of getting the VISA by paying full year fees of your University (That will be of 2-semesters). Also the fees of ELF programme.
You should show strong Hoe ties and Bank statement in your saving account. Also show the Prof of Employment in your home country.
Like if your parents are sponsering you, you should show the proof of income of your parents.
By this your chances of VISA will be much more higher.
