Hello everyone!

I am a recent PR here in Canada; and since things are not going well in my home country, my sister is also considering to come to Canada.

She only has one "setback". Her Elder (85 year old) mother-in-law lives with her and her husband, in case they start a Student/Worker visa, can the elder mother-in-law come with them?

Obviously they would have to pay for an expensive premium for health insurance for her, but besides that, would there be any difficulties?

She can visit but she needs to show ties to home country, travel history and her own funds. She can’t live in canada. She would not have access to any services so needs insurance.

Living with elder parent in home country is not the ONLY set back. You need to demonstrate both social and economic tier and overcome question of family tie in Canada, technically you and the ability to return back to home country after end of authorized stay. Mother in law option would be visitors visa, but with her age it will be expensive for insurance premiums if she needs medical check from time to time. Fast forward, if intention is to live permanently in Canada after studies, whats game plan with elder parent?
