Yes they can still sponsor wife, children under 22 and parents. Most have already sponsored their own spouse and kids but may have a long list of people wanting to be sponsored. If someone is sponsoring you, and it was likely your only option, it would be nice not to ruin their plans of sponsoring other family members. Both should discuss if moving to Ontario could effect their plans of sponsoring others in the future.

Agreed, I just wanted to clarify what seemed like a categorical "your sponsor cannot sponsor their family" statement.
