ee stem vs oinp hcp tech

My most recent language score gives me a CRS score of 491, but I am not sure whether this is high enough for ee stem.

I had another previous language test which gives me a CRS score of 482, should I use this lower score instead because oinp hcp tech has a range. For example, a hcp oinp draw on March 21, 2024 has a range of 468-480, if someone has 484 that he/she is not qualified for this oinp hcp draw. (And unfortunately, this guy also won't be picked by the ee stem in April 2024 since that ee stem draw asked for 491 or higher)

Any advice is appreciated!

So what is your question. You know how the draws work. As for EE draw, 491 would be the tie breaker and ITA depends on date of tie breaker as set by IRCC.
