Ee skilled worker without passport

Hi

As far as i understand, I may be eligible for express entry based on Crs ranking table. But my country seized my passport for political reasons -a type of discrimination- as well as ten's of thousands people without any specific reason based on any law or legal process(Turkey). Can I apply for and complete the process of ee and permanent residency without my passport and then fly to Canada with a document issued by Canadian embassy indicates that I am a permanent resident. Do you think is there such a way?

unfortunately no. For EE you need passport and its mandatory. Also, police verification from current country also needed.

Thank you, do you have any idea can we use unhcr refugee Id card in any country instead of passport?
